Director is in ratio as a lead teacher in the mornings and no desnigated person with the qualifications of an assistant director, program supervisor, or equivalent available on site or taking over her role as lead teacher so that it doesn't interfere with management or supervisory responsibilities. Staff files didn't include high school diplomas and/or were not recorded in MERIT.
